Banking & Trust Services (BTS) is the business enterprise within Schwab overseeing Charles Schwab Bank and the Charles Schwab trust companies. The BTS organization offers deposit, loan and trust products to Schwab clients who are looking for holistic wealth management solutions that complement their brokerage activities. The integrated banking and brokerage services represent the strong value proposition we offer our clients.

Our Opportunity:

The Third Party Program Manager is responsible for developing and maturing Banking and Trust Services’ (BTS) Third Party Management Program (TPMP). In order to meet regulatory guidance the TPMP must mature its program and processes so that it continues to meet the needs of the business, satisfy regulatory guidance and effectively identify, address, and reduce new or existing risks to the business. Key areas of focus will include Regulatory Adherence and Exam Management, Program Documentation, Tool Enhancement, and Process Improvement. The Manager will accomplish these objectives through the building key partnerships, great communication, and effective project management.

Banking and Trust Services follows the three lines of defense model of risk governance. The Third Party Program Manager is a first line of defense position for Banking and Trust Services and assures compliance with all Bank policies and procedures, as well as all applicable state and federal banking regulations in the context of their responsibilities.

What you’ll do:

Program Documentation

  • Capture changes to the TPMP processes, methodologies and guiding principles in the program document

  • Create, access and update workflow designs of the third party lifecycle

Process Improvement

  • Develop workflow to streamline BTS’ procedures update process

  • Establish process and cadence to review BTS’ third parties risk assessments

  • Lead initiative to implement robust inherent and residual risk assessment methodologies

  • Lead a project to streamline the lifecycle activities of BTS’ affiliate third party relationships

  • Mature and enhance the identification of subcontractors process

  • Develop methodologies for identifying, tracking, and ongoing maintenance of third parties that perform functions for BTS or that have some sort of business relationship with BTS

  • Enhance program dashboard, scorecard and metrics associated with reporting program performance to senior management

  • Facilitate risk methodology calibration sessions to ensure alignment in applying the methodology consistently

  • Update application repository with the applications the vendor provides along with which contract with the vendor that application is covered under

Tool Enhancement

  • Explore and oversee enhancements needed to the third party management tools employed

  • Facilitate updates to current risk assessment tools based on changes made to processes and methodologies

  • Connect the activities performed by third parties to the contracts in the existing tools and develop relevant reporting

  • Develop and manage effort to automate manual spreadsheets into available tools and repositories to allow for reporting automation

  • Implement an intake request system for tracking, reporting and analyzing all third party sourcing requests

Regulatory Adherence and Exam Management

  • Work with the regulatory liaison office, key stakeholders, and the third party management (TPM) team to facilitate regulatory exam preparation and response for the multiple exams

  • Conduct contract gap analysis between what is contained in third party contracts vs. what is required per BTS and Corporate policies and procedures

What you have:

  • 5+ years of experience in retail banking (may include sales, service, fulfillment, operations, process, project, and management experience)

  • 5+ years of experience in Program Development and Management

  • Third Party Life Cycle Management experience preferred

  • Strong analytical skills, ability to research problems, determine root causes and solutions

  • Experience in developing and delivering executive level PowerPoint reporting

  • Ability to translate business needs into business requirements, and then implement

  • Bachelors Degree required; Advanced degree preferred
